Trump Cancels Trip to S. America In Order to Prepare for War in Syria

Andrei Kortunov, head of the Russian International Affairs Council, a state-backed think-tank, said an escalation of tension between Russia and the west on a broad front over the past month had sharply increased the risk of a clash that, in the worst-case scenario, raises the spectre of wider conflict.

“I don’t want to sound apocalyptic — we are not there yet. But we are moving in that direction,” he said.

Such doomsday predictions are not coming out of the blue. Russia’s foreign ministry set the tone on Sunday with a sharply worded statement that claimed that the information about the suspected attack on Sunday in Douma was a lie created as a pretext for US military action against the government of Syria’s President Bashar al-Assad.

“We recently warned of the possibility of such dangerous provocations,” it said. “We have to say once again that military interference in Syria, where Russian forces have been deployed at the request of the legitimate government, under contrived and false pretexts, is absolutely unacceptable and can lead to very grave consequences.”

General Valery Gerasimov, chief of the general staff of the Russian armed forces, publicly warned last month that Russia would strike back against the US if Washington targeted government-controlled territory in Syria.

Mr Trump said on Monday that the US will make a decision in 24 to 48 hours on whether to launch an assault on Syria in response to the suspected Douma attack. He has already set a precedent for striking after a chemical attack: US forces fired 59 cruise missiles at a Syria air base a year ago after a gas attack in Khan Sheikhoun killed more than 80 people. Moscow criticised those US strikes, but refrained from a military response.

Russian security experts now say that relations with western governments has deteriorated so much over the past 12 months that the constraint which Moscow practised then had disappeared.

A retired army general said the US had done “immense damage” by expelling 60 Russian diplomats and closing a Russian consulate-general in solidarity with the UK over the poisoning in Britain of Sergei Skripal, a former Soviet double agent, and his daughter. “They sent a clear signal that they are not in the mood for improving relations,” he said.

Washington further enraged Moscow on Friday by imposing US sanctions on seven oligarchs and 14 companies, adding to the perception that Washington was angling for all-out confrontation with Moscow.

Russian analysts said the replacement of Rex Tillerson, US secretary of state, with Mike Pompeo and the arrival of John Bolton, both of them foreign policy hawks, in the administration had strengthened those in the Russian leadership who were sceptical of engagement with Washington.

Mr Kortunov said if the US was to target a Syrian air base with cruise missiles, Russian forces shooting down some with missile defence systems would be “a relatively minor response” from Moscow.

“If they want to go further, they [Russia] could take an aircraft down. The worst-case scenario would be if there’s kind of massive military action from the US side with Russian casualties. Then, Russia can sink an aircraft carrier,” he said.

Frederic Hof, Syria expert at the Atlantic Council, said the Trump administration is likely to be considering a targeted military strike or a range of assaults in order to deter the use of chemical weapons.

“If the objective is some combination of upholding America’s credibility — defending the integrity of yet another red line — and signalling to Assad that there is a price to be paid if you continue to indulge in mass homicide, then I would imagine the administration is giving very, very serious consideration to a strike or series of strikes,” he said.

But Mr Hof, former special adviser on Syria during the Obama administration, warned of the risk of escalation. He cautioned that limited strikes were unlikely to change the trajectory of the seven-year war in Syria, where Russia’s military intervention has tipped the conflict in Mr Assad’s favour.

“It’s a tough decision for the administration,” he said. “I think the likelihood of armed conflict between the US and Russia is extraordinarily low, but I would not rule out a ratcheting up of the esclatatory chain in Syria,” he said. “The Russians certainly have the option of deciding to confront the US directly.”

President Xi Bends the Knee to Trump — Promises to Cut Auto Import Duties, Ease Limits on Foreign Auto Ownership

Xi’s address — from the Boao Forum for Asia, an annual summit that’s been dubbed the “Asian Davos” — comes amid escalating trade tensions between China and the U.S. as the world’s two largest economies take turns announcing punitive trade measures against each other.

In his speech, Xi said China will take the initiative to expand imports this year and “work hard” to import products that are required by the population.

“China does not seek trade surplus. We have a genuine desire to increase imports and achieve greater balance of international payments under the current account,” Xi said, according to a translation of the speech.

“We hope developed countries will stop imposing restrictions on normal and reasonable trade of high-tech products and relax export controls on such trade with China,” he said.

In his speech, the Chinese president sold a vision of China as a benevolent leader of the global economy, emphasizing that open systems are the best course of action for the world.

“We should stay committed to openness, connectivity and mutual benefits, build an open global economy, and reinforce cooperation within the G-20, APEC and other multilateral frameworks. We should promote trade and investment liberalization and facilitation, support the multilateral trading system,” Xi said.

“This way, we will make economic globalization, more open, inclusive, balanced and beneficial to all,” he added.

China will continue opening up even further to the rest of the globe, he said throughout the speech. He discussed some of the ways the country plans to open further.

One of those is China pushing the state intellectual property office this year to step up law enforcement of relevant laws, Xi said.

“We encourage normal technological exchanges and cooperation between Chinese and foreign enterprise and protect the lawful [intellectual property] owned by foreign enterprises in China,” he said.

President Donald Trump’s administration is taking Beijing to task over China’s large trade deficit with the U.S., which Washington says is in part due to unfair trade practices.

My Schemes of Inverse ETF Nirvana Have Crashed Against the Rocks of Prosperity

Good day lads,

I write to you this afternoon with a heavy heart. Just Friday, I was encouraged to engorge myself in an array of inverse ETFs, betting against the stock’d market because it was fun and joyful to me. I had sinister visions of estimable declines cast upon an overtly ribald audience of characters. I was even entreated to the specter of yet another world war on Sunday evening. But airstrikes and tough talk in the Middle East just isn’t what it once was.

Markets have soared because of more buyers than sellers.

The Dow is +340 and my FAZ mobile has crashed into the rocks of prosperity and is hobbling along the side of the road now with its muffler dragging across the cobblestones. If I go a bit faster, why, it might catch sparks that could light the entire car on fire. I might just do that tomorrow, if I am bored and depressed.

Other positions of mine which cause me great pains include ERY, QID, and FXP.

On the plus side, I am fat faced happy with LEDS, BB, and EVGN. Such gains have certainly offset the bozo reality of my inverses, but do nothing to succor the pain I feel, deep into my soul, regarding the loss of hope that today could’ve been a day of both infamy and horrors.

Russian Markets Crash As U.S. Sanctions Crushes Rusal, Forcing Them to Tell Customers to Withhold Payments

First and foremost — today is Bolton’s first day on the job at the White House and they’re already holding emergency meetings about how to strike Syria. It doesn’t matter what you think — they’re going to start a war in Syria and risk a war with Russia.

Fresh US sanctions are crushing the shares of Russia’s largest aluminum makers, #2 in the world, Rusal. Shares were halved in Hong Kong trading, now down more than 20% on the MOEX.

International commodity houses have been ordered to stop trading with Rusal.

As a result, Rusal was forced to make the unusual request to their customers: stop sending us money.

The aluminum producer is investigating the consequences of the sanctions and doesn’t waive its right to the payments, according to a copy of a letter dated April 6 and signed by Rusal’s Head of Marketing Steve Hodgson. His division handles international sales, which account for about 80 percent of the company’s business.

“We request that you immediately withhold all payments and remittances to UC Rusal until further notice,” the company said in the letter. “We are working intensively to ensure continuity of our business.”

Rusal was among Russian companies included in a list that the U.S. hit with sanctions on Friday that were intended to punish the country for actions in Crimea, Ukraine and Syria, and attempting to subvert Western democracies.

U.S. operations of sanctioned companies are now frozen and Americans mostly barred from dealing with them, while others outside the U.S. will be punished for carrying out significant transactions with the businesses.

This is having a positive effect on non-Russian aluminum makers, namely CENX, AA, AP, and ACH.

Spot aluminum is getting a much needed bounce on the news.
