CA has been fucking up it’s finances long before the leveraging started. We design our water system on Average years rather than Minimum year snowfalls. We sign Union deals in good years thinking there will never be a bad year. We always pass budgets with the hope that next year will be better and pull us out and then add more spending because were so big, no one will ever let us fail. I have followed politics here for 40 years and it is amazing how repetitive it is, doing the same thing over and over and still expecting different results. We have so many legislators believing they can save the world that there is no reason to save for the future. The second party (R) is in such a minority that it looks like a third party. Meanwhile, the first party (D) is convincing the minions that we need to be a one party state to achieve nirvana. I bet they would gladly drop all labels and henceforth be just “The Party” once they get there.
