So for the super rich who pass their fortunes, the cost basis restes to the price when they inherit the asset, so capital gains rtate is 0%:

It reaches $1M, Jack dies, passes it to his daughter Jill.
Jill sells it for $1M and pays $0 tax.
No tax shelter even needed for this grifting.
