Are they installing used track that will have the same maintenance profile and remaining life that the old track would have had?
If not, the $4.5 million per second calculation is…dumb. It would be like buying a new 300HP car to replace a 280HP car and dividing the cost by 20HP to determine a cost per HP.

So, math aside, the article has this to say:

And Wikipedia adds:

No, we wouldn’t want to spend any money to improve the reliability and speed of that line. Total waste.
For $450 million, we could pay for 2 DAYS of the cost of maintaining our Afghanistan operations at “surge” levels.
