They borrow through federal funding. Let’s not try to be too clever jakey. In the process you might end up looking dense.
They are therefore at the mercy of the fed’l gummint. Something a Republican gubner would not have any interest in being.
And they still have no independent means of self funding outside of bond issuance. We know how well that’s gone for Noo Yawk. Are they wholly federally funded now? They may need to be.
I’m not too worried about looking dense in this crowd. I didn’t vote for the People/Us Magazine candidate.

Ratigan was the ONLY one on Fast Money with balls and smarts. He should
be President instead of the pantywaist waffler we have in there now.
