This would not have happened had the UK banned knives , make them illegal and required registration of knives in public hands.

The only answer for the citizen is to arm themselves with whatever they feel comfortable with. Gas, a taser, baton, knife or gun would have put a crimp in the attack. Even a cane would have worked.
Otherwise, Carry On and Keep Calm, accept that your role in life is that of a serf, expendable.
