Because the exit strategy of 2000 was to go public and use the raised capital to either take over the world or ride out the storm or die trying.
And because the exit strategy of 2013 was to raise capital from VCs and ride out the losses until you could foist the stock onto unsuspecting retail and/or institutional investors, and after you’ve done that, who cares if the company tries before dying?
