Probably going to have to close down several gulf coast refineries. If the flooding hits then the minimum down time is probably 2 weeks. More likely a month to get the water out and repair. During this time the crack spreads should increase profiting the refineries that are not hedged and are not impacted (WNR). However, there is still upside for the refineries that are impacted (ALJ). They may have to shut down a gulf coast refinery (getting $3 a barrel), but benefit from the increase in the crack spread at their other refineries.
If you are nimble. Wait for a pullback in the impacted gulf coast refineries and then rebuy for earnings.
