If you go to barchart and look at ETF sectors you will see that this was program buying on all ETF’s in the lowest 100 list. Looks like the start of program buying not the start of a big rally. LIBOR Looks Lower Again

Today’s indicators on LIBOR point to another decline at tomorrow’s LIBOR setting, which would be its 18th consecutive decline. One of the most important of these signs is intangible — market sentiment. The very positive behavior of equities markets worldwide are a sign of improvement on the confidence front, a vital part of the inter-bank system.
A second positive sign is today’s decline in swap spreads, which reflect sentiment on credit spreads. The 2-year swap spread, for example, is down 7.5 basis points to 117.3 basis points over Treasuries.
The 10-year swap spread is down 2 basis points to 51 basis points over Treasuries. Swap rates tend to fall when investors would rather have floating-rate debt obligations than fixed-rate debt obligations.
A third sign that LIBOR will set lower tomorrow is the behavior of near-month eurodollar contracts, which have posted decreases of about 10 basis points today. Eurodollar rates tend to track LIBOR very closely.
A fourth indicator, Tullett-Prebon’s broker screen, which contains quotes, albeit sporadic, on the next day’s LIBOR setting, indicates that market participants are betting on a 2.53% 3-month rate, which is below today’s setting of 2.71%.
