Intentionally wasted. This does two things 1) makes the public believe it no longer needs representation in Congress, so get rid of Congress, and 2) dilute the US dollar and further the wealth transfer of middle class Americans to people in developing countries.

Let’s not forget pumping money into the system. When you have significant losses you need to replace the money lost plus all outstanding debt to get circulation going.
As for who bot congress ??? 1% type corporations along with the banks backing the fed.
The 1% corporations are owned primarily by central bankers, who also own the Fed.
Dilution of currency is indeed required to “repair” an intentional massive creation of debt, which is intentionally not written off the books (credit default swaps, for example). The intended result is transfer of wealth.
