    Two questions.
    How can people, who are on strike, immediately apply for unemployment benefits?
    Isn’t the fall in continuing claims (as initial claims stay high) an indication that people have used up the allowable unemployment as they have been out of work so long?

    a planned strike like a planned closing can allow for a application to be filed for benefits.
    At least that is what makes sense for the VZ excuse
