Not answering your question, but related. A financial guy who was in Chile when they had the earthquake a few months ago, said they ran the stairs to the street from their hotel (1-3am)?
He said immediately after, bands of bar patrons were roaming the streets mugging and robbing people at will. The police were busy with real emergencies and the locals figured that out pretty fast. Could it happen here?
