It’s about cutting down on the panhandling. There is plenty of free food around at ‘soup kitchens’, homeless shelters, food stamps…. no one has to beg for food. Many of them really want cash for their drug and alcohol consumption. The continued begging gets decent people to give them $ and perpetuates the problem. The problem being their self-destructive lifestyles.
perhaps they do want what you describe, but if i have a half eaten samich (sic) then why should i be fined for giving it away ?
Why shoudl you be fined for cutting across the street? or speeding? or filing your taxes late?
