If you want to outsource a service, put it out for bid and take the best bid. And then kindly STFU about sticking your greasy corrupt authoritarian noses into anyone else’s business.

Such a tizzy fit, based on an incorrect understanding of the contract rules.
The rules don’t “limit their salaries” or otherwise place any cap on compensation.
What the rules say is that executive compensation charged to us taxpayers cannot exceed a certain amount. Contractors can pay whatever they wish to the executives, but compensation above the levels set by OMB are not allowable costs on the government contracts.
