Make an extreme offer (that will be a meaningless failure when it fails) and give opponent meaningless victories later by moderating position towards something you wanted all along. Give yourself 2 ways to win. He gave a very rapid deadline for Ryan. If he succeeded he looked crazy effective. If he fails people begin to demand more executive control just like they did with Obama and budget deal.
If the ultimate measure of success/failure becomes whether or not he can repeal or replace Obamacare, the democrats and people that pile on Trump for not getting this done have created a very unusual standard for success–working against the democrats policies.
