For one, they didn’t think the criminals who conducted the live torture were that stupid to actually livestream it, effectively assuring themselves prison time. And secondly, people doubted their fellow human beings could be so cruel.

Most people are NOT good Frog. In a world full of evil and hypocrisy it may seem to many of us that most of us are “good” but we are simply “not that bad. For some people, there is truly no good reason not to commit a crime if you know you will not get caught. There is no reason not to ride a suzuki to Pennsylvania and back with brick in your backpack to make a quick $10k. There is no reason not to lie to millions of people, etc. If you are naturally a nice person, then it may seem like not so bad an idea just to be nice and treat people the way you want to be treated. This is good.
But we all find ourselves making choices every now and then where our morality is truly put into play. How often we make the wrong decision, realize, and then do nothing about it is what makes us assholes. Everyone does it. Few people are actively trying to change for the better all of the time.
People can come close but it takes a lot of work. Being good does not pay the bills. Most people are assholes, some assholes actively work on becoming better people and some just do whatever they want. Being that we are all assholes in some way shape or form, we have the option to become better, “more good” or “less bad”, but we can never truly achieve a state of “good”
However there is no incentive to be good in this world. You can choose to be a nice guy but the rules of our society say the nice guy finishes last. You will get ***nothing*** in this life in return for loving your enemies and helping the less fortunate. There is only an incentive if you believe in another reality where there are consequences for doing right and wrong.
