Leaked Documents Show Canada is Planning to Invade Syria

“The pro-Israeli government of Canadian Prime Minister Stephen Harper is making diplomatic and military preparations for military intervention in Syria, leaked documents show.

Canada’s National Defense has drawn up at least five scenarios for the country’s military mission in Syria, according to documents obtained by the Ottawa Citizen.

In one scenario, Canada recognizes “a legitimate armed opposition group” fighting to overthrow the government of Syrian President Bashar al-Assad.

To justify a war on Syria, the National Defense alludes to “the rapidly deteriorating conditions in Syria, its impact on neighboring countries and … the importance of Middle East stability.”

Daniel Blouin, spokesman for the National Defense, has described such plans as “routine to significant international events.”

Separate documents reveal that Canada has been training alternatives to Assad’s government…..”

Russia Accuses U.S. Mercenaries of Provoking Civil War in Ukraine

“In response to claims by the Ukraine government (and the west) that Russia provoking trouble in Eastern Europe – with The White House’s Jary Carney even suggesting that pro-Russia demonstrators were paid – Russia’s foreign ministry has responded. Posting via their Facebook page, Russia urged Ukraine to halt any interior military preparations which could instigate a civil war. But the kicker, for which we anxiously await a rebuttal, is Russia’s comment that they “are particularly concerned that the operation involves some 150 American mercenaries.”

The US administration perspective… (via WaPo)

In Washington, the Obama administration expressed deep skepticism that the scattered uprisings and building takeovers in cities such as Donetsk and Kharkiv have been spontaneous. “There is strong evidence suggesting some of these demonstrators were paid,” said Jay Carney, the White House spokesman.

If Russia moves into eastern Ukraine, either overtly or covertly, this would be a very serious escalation,” Carney said.

The Ukrainian perspective…

The Ukrainian government dispatched its highest-level police and security officials to the region Monday in an effort to put down the separatist agitation.

Kiev is confronting an attempt to “destabilize the situation,” Prime Minister Arseniy Yatsenyuk said at an emergency cabinet meeting Monday. “The plan is for foreign troops to cross the border and seize the country’s territory, which we will not allow.”

And the Russian perspective, as ITAR-TASS reports,

The Russian Foreign Ministry urged Ukraine to halt any interior military preparations, which could instigate a civil war in the country, the ministry was quoted as saying on its Facebook.com account.

“According to our information, units of the Interior troops and Ukraine’s national guards as well as militants from the illegal armed formation ‘The Right Sector’ are being amassed in the southeastern parts of Ukraine and in the city of Donetsk,” the ministry said.

We are particularly concerned that the operation involves some 150 American mercenaries from a private company Greystone Ltd., dressed in the uniform of the [Ukrainian] special task police unit Sokol,” the ministry said.

It seems the tit-for-tat sanctions have escalated to tit-for-tat explanations of who is escalating. However, whet is clear is the Russian warning which seems to implicitly be ‘don’t start this or we will finish it’. All along Putin has claimed this is to protect his countrymen in a foreign nation…

Here is some color on Greystone…..”

Ukrainian Protesters in the East are Cleaned Out of Parliment Buildings by the Interim Neo Nazi Regime

“(Reuters) – Police detained 70 pro-Moscow protesters occupying a regional administration building in eastern Ukraine overnight, but others held out in a standoff in two further cities in what Kiev says is a Russian-led plan to dismember the country.

Ukraine says the seizure of public buildings in its mainly Russian-speaking industrial heartland on Sunday night is a replay of events in Crimea, the Black Sea peninsula Moscow annexed last month.

Interior Minister Arsen Avakov said protesters in the town of Kharkiv had been cleared in a lightning, 18 minute “anti-terrorist” operation, pinning responsibility for the building’s occupation on Russian leader Vladimir Putin and Ukraine’s ousted Moscow-backed president Viktor Yanukovich.

“All this (in Kharkiv) was inspired and financed by the Putin-Yanukovich group,” said Avakov.

NATO warned Moscow on Tuesday of “grave consequences” to its relationship with the West if it intervened further in Ukraine.

But Russian Foreign Minister Sergei Lavrov dismissed U.S. accusations that Moscow was destabilising Ukraine, saying the situation could improve only if the interests of Russian speakers were taken into account.

The pro-Russian protesters have been demanding that referendums be held on whether to join Russia like the vote, dismissed by the Kiev and West as illegal, that endorsed Crimea’s return to rule by Moscow.

An aide to Avakov said police went in when the Kharkiv protesters failed to give themselves up and surrender their arms. No shots were fired by the police, although some had been from the other side and a grenade was thrown, he said. One police officer was badly wounded and some others less seriously hurt.

The standoff however continued in the mining center of Donetsk – Yanukovich’s home base – where a group of pro-Russian deputies inside the main regional authority building on Monday declared a separatist republic…..”

Obamao Asks Congress to Shell Out Cash for the U.N. and Their “Peacekeeping Militia”

“At a time of soaring U.S. budget deficits, brutal economic hardship for tens of millions of Americans, and unprecedented levels of federal spending, the Obama administration is asking Congress to drastically increase U.S. funding for the scandal-plagued United Nations and its oftentimes ruthless so-called international “peacekeeping” troops. However, rather than rewarding the widely criticized “dictators’ club” with more borrowed or confiscated funds, critics say U.S. lawmakers should cut off all funding to the UN — and eventually withdraw from the sovereignty-subverting outfit altogether.

In its fiscal year 2015 budget request, which seeks almost $4 trillion in spending overall, the Obama administration is asking Congress to approve a massive 33-percent hike in U.S. taxpayer handouts to the UN and other international organizations. In addition, the White House is pushing “contributions” to so-called global “peacekeeping” schemes that are a full 43 percent larger than last year, sparking outrage from critics.

Most of the proposed increase in UN military funding, the administration says, will go to deploying even more UN troops to prop up the dubious regimes ruling war-torn African nations such as Mali, South Sudan, the Central African Republic, the Democratic Republic of the Congo, and more. The self-styled global military already has about 100,000 UN troops and “police” deployed across 15 “missions,” along with more than 15,000 civilians. Apparently, though, the UN and Obama want more…..”

Syria’s U.N. Representative, Dr. Bashar al-Jaafari, Says Another False Flag is Being Planned

“New York, (SANA) Syria’s Permanent Representative to the UN Dr. Bashar al-Jaafari said that terrorist groups are planning to launch attacks using chemical weapons in Jobar area to accuse Syrian government of it , as indicated in a phone call between terrorists monitored by the authorities.

Al-Jaafari told Russia Today TV channel in a phone call on Tuesday he sent two identical letters on March 25th to the UN Secretary-General and President of the Security Council drawing their attention to two vital issues.

He said  the first issue is that Syrian authorities monitored a landline phone call between two terrorists in Jobar area in Damascus’ suburb, during which one of them said a third terrorist referred to as Abu Nader is secretly distributing gas masks to protect from toxic gas among his cohorts.

Al-Jaafari said the Syrian authorities also intercepted another call between two terrorists, one of them referred to as Abu Jihad who said there will be a use of toxic gas in Jobar area, asking the terrorist members working with him to prepare gas masks.

He added the purpose of this talk is to use toxic gas once again to accuse the government of the attack, just like what happened last year in Ghouta area in Damascus Countryside and in Aleppo before it.

Syria’s Permanent Representative said more critical piece of information is that terrorist organization known as Jabhat al-Nusra broadcast a video on their YouTube channel on March 23rd showing preparations for carrying out a bombing in Sukkar site in Adra area in Damascus Countryside, where Jabhat al-Nusra and Al Qaeda terrorists are running amok.

He noted that the video showed a BMP armored vehicle loaded with 7,000 kilograms of TNT and C4 and driven by a terrorist called Shamel al-Ansari, in addition to another car loaded with explosives driven by a Jordanian terrorist called “Abu Stef al-Urduni, with the purpose of the two vehicles is to detonate them in Sukkar site, which contains chemicals.

There’s nothing called international community, unfortunately, al-Jaafari said “we directed two letters to the Security Council to have the countries that keep talking about the threats of chemical weapons to pressure the countries sponsoring and funding these terrorist groups – specifically Turkish, Saudi, and Qatari governments – to prevent such terrorist acts by pressuring these gangs and terrorist gangs” adding that now this matter is in the hands of the Security Council…..”

Au Jumps As $JPM Infuriates Russia With a Monetary Blockade

“While everyone was gushing over the spectacle on TV of a pro-HFT guy and anti-HFT guy go at it, yesterday afternoon we reported what was by far the most important news of the day, one which was lost on virtually everyone if only until this morning, when we reported that “Monetary Blockade Of Russia Begins: JPMorgan Blocks Russian Money Transfer “Under Pretext” Of Sanctions.” This morning the story has finally blown up to front page status, which it deserves, where it currently graces the FT with “Russian threat to retaliate over JPMorgan block.” And unlike previous responses to Russian sanctions by the West, which were largely taken as a joke by the Russian establishment, this time Russia is furious: according to Bloomberg, the Russian foreign ministry described the JPM decision as “illegal and absurd.”  And as Ukraine found out last month, you don’t want Russia angry.

More:

The biggest U.S. bank thwarted a remittance from the Russian embassy in Astana, Kazakhstan, to Sogaz Insurance Group “under the pretext of anti-Russian sanctions imposed by the United States,” the ministry said yesterday in a statement on its website. Sogaz lists OAO Bank Rossiya, a St. Petersburg-based lender facing U.S. sanctions over the Ukrainian crisis, as a strategic partner on its website.

Interfering with the transaction was an “absolutely unacceptable, illegal and absurd decision,” Alexander Lukashevich, a ministry spokesman, said in the statement.

U.S. President Barack Obama announced the action against Bank Rossiya last month as part of a broadening of sanctions that targeted government officials and allies of Russian President Vladimir Putin, whose associates own Rossiya. The embassy’s transaction was for less than $5,000 dollars, a person with knowledge of the dispute said, asking not to be identified because such transfers aren’t public.

Did JPMorgan just move the second Cold War into semi-hot status? Very possibly:

Any hostile actions against the Russian diplomatic mission are not only a grossest violation of international law, but are also fraught with countermeasures that unavoidably will affect activities of the embassy and consulates of the U.S. in Russia,” Lukashevich said.

As we reported yesterday, for now the JPM party line is to plead ignorance, as it does not want to incur the wrath of the US government, because apparently lying to Congress is less of an issue than transacting with Russian oligarchs.

JPMorgan could still process the embassy payment if U.S. regulators approve, the person familiar with that dispute said.

“As with all U.S. financial institutions that operate globally, we are subject to specific regulatory requirements,” New York-based JPMorgan said in a statement. “We will continue to seek guidance from the U.S. government on implementing their recent sanctions.”

Russia’s Finance Ministry has done business with JPMorgan. It picked the lender to improve the country’s standing among U.S. credit-rating firms. Putin said in 2011 the rankings given to Russia were an “outrage” that increased borrowing costs for domestic companies and the government. JPMorgan also was among banks selected to advise Russia on a 1 trillion ruble ($28.5 billion) privatization program.

There’s that. And then there’s this, which we also said yesterday…..”

Russia Runs a Nuclear War Drill for Shits and Giggles

“While much Western attention has been bestowed on Russia’s military buildup near Ukraine, Moscow also began a massive nuclear offensive exercise on Thursday.

According to the Russian daily Nezavisimaya Gazeta, on Thursday Russia’s Strategic Missile Forces began a massive three-day exercise involving 10,000 soldiers and 1,000 pieces of equipment from more than 30 units. The major purpose of the drill, according to the report—which cites multiple senior Russian military officers—is to ensure Russia’s Strategic Missile Forces have sufficient readiness to conduct offensive operations involving the massive and simultaneous use of nuclear missiles.

Global Security Newswire previously carried a story on the nuclear exercise, also citing the Nezavisimaya Gazeta article. GSN described the exercise as “as practice for a large-scale nuclear offensive.” It added: “Exercise participants were set to position and prepare missile-firing units for launch, and to practice various administrative and support functions for the operation

As Russia’s conventional military capabilities have deteriorated following the collapse of the Soviet Union, Moscow has become increasingly reliant on operationalizing its nuclear arsenal. This has been reflected in successive Russian security documents. For example, Russia’s 1997 national security concept stated that Russia would use its nuclear arsenal “in case of a threat to the existence of the Russian Federation,” whether that threat came in the form of nuclear weapons or from a conventionally superior military power.

This threshold was further lowered in Russia’s 2000 military doctrine, which was the first released during Vladimir Putin’s presidency. This document said that Russia would use nuclear weapons “in response to large-scale aggression utilizing conventional weapons in situations critical to the national security of the Russian Federation.” This held out the possibility that Russia would use nuclear weapons even if Russia proper hadn’t been attacked. The same doctrine further noted that Russia reserved the right to use nuclear weapons in response to the use of any kind of weapons of mass destruction against it.

Shortly before reassuming the Russian presidency for a third term, Putin reaffirmed the importance he placed on Russia’s nuclear forces in a number of articles and speeches. For example, in an op-ed article in Foreign Policy magazine, Putin wrote: “We will, under no circumstances, surrender our strategic deterrent capability. Indeed, we will strengthen it.”

Thus, this week’s massive offensive nuclear drill is in line with the goals that Russia and Putin have been articulating for well over a decade. It is also consistent with Putin’s recent emphasis on conducting more frequent and sophisticated military drills to improve the combat readiness of Russian military forces. Indeed, Russia conducted a much smaller surprise nuclear drill in October of last year…..”

W.H. Drums Up a Campaign to Suspend Russia From the G-8

“THE HAGUE—President Barack Obama, seeking to shift the trajectory of the crisis in Ukraine, will press U.S. allies Monday to suspend Russia from the Group of Eight leading nations and to adopt more sweeping sanctions against the Russian economy, administration officials said.

Mr. Obama will argue for those steps in an emergency meeting Monday evening with leaders of the world’s top seven economies, held on the sidelines of a nuclear security summit in The Hague, officials said.

“We believe that there is no reason for the G-7 countries to engage with Russia going forward based on its behavior,” Ben Rhodes, a deputy national security adviser said. “We believe those broader sanctions are necessary.”

The idea of expelling Russia from the G-8 has been floated ever since Moscow sent forces to occupy the Crimean region of Ukraine three weeks ago, but the comments from the administration represent a formal public recommendation for doing so.

U.S. officials are seeking a sharp response out of Monday’s meeting to send a strong statement to Moscow, as they expressed growing concern over Russian troop movements along its borders and over the possibility of further military incursions.

Mr. Obama, in a one-on-one meeting with the Chinese President Xi Jinping, also emphasized the importance of nations respecting the sovereignty of others, officials said.

“We would find it a constructive step for them to refrain from supporting Russia’s action,” Mr. Rhodes said, adding that Mr. Xi told Mr. Obama that Beijing wants a political solution in Ukraine.

“It matters if traditional friends of Russia cannot express support for their position,” Mr. Rhodes added…..”

The Top Ten Most Wanted Corrupt Politicians From Judicial Watch

“(Washington, DC) – Judicial Watch today released its 2013 list of Washington’s “Ten Most Wanted Corrupt Politicians.” The list, in alphabetical order, includes:

Dishonorable Mentions for 2013 include:

Speaker of the House John Boehner (R-OH):

House Speaker John Boehner has apparently become a master at what Government Accountability Institute President Peter Schweizer calls the “Tollbooth Strategy.” As Schweizer explains in his new book, Extortion: How Politicians Extract Your Money, Buy Votes, and Line Their Own Pockets: “You pay money at a tollbooth in order to use a road or bridge. The methodology in Washington is similar: if someone wants a bill passed, charge them money to allow the bill to move down the legislative highway.”  According to Schweizer, Boehner apparently used the Tollbooth Strategy to collect more than $200,000 in political donations from executives just days before holding votes on bills critically important to their industries.

The first bill was the Wireless Tax Fairness Act. Strongly supported by big phone companies like AT&T and Verizon, it sailed through the House Judiciary Committee, and was expected to immediately come to the floor for a full House vote. Instead of scheduling the bill for a vote, however, Boehner allowed it to languish on the calendar for the next three months. What finally prompted Boehner to bring the bill to a vote? As Schweizer explains it: “The day before the vote, Boehner’s campaign collected the toll: thirty-three checks from wireless industry executives, totaling almost $40,000.”

According to Schweizer, two more bills on which Boehner employed the Tollbooth Strategy were the Access to Capital for Job Creators Act and the Small Company Capital Formation Act. Brokers and venture capitalists and investment firms strongly supported the proposed law. Explains Schweizer in Extortion: “The Speaker of the House took in $91,000 in the forty-eight hours of October 30 and 31 from investment banks and private equity firms, two days before the vote.  During the same time period, he took in $46,500 from self-described ‘investors’ and another $32,450 from bank holding companies. With the tolls paid, the votes took place on the full House floor. Both passed easily.”

CIA Director John Brennan:

In mid-December 2013, Judicial Watch obtained and released the full transcript of a May 7, 2012, teleconference between then-White House top counterterror adviser (now CIA Director) John Brennan and various TV terrorism consultants in which Brennen revealed that the U.S. and its allies had “inside control over any plot” in its efforts to thwart a May 2012 terrorism bomb plot, thus blowing the cover on undercover agents within al Qaeda.

The Brennan revelation of “inside control” – an intelligence community euphemism for spies within an enemy operation – reportedly helped lead to the disclosure of a previously well-kept secret at the heart of a joint U.S.-British-Saudi undercover terrorism operation inside Yemen-based al Qaeda in the Arabian Peninsula (AQAP). According to a Reuters May 18, 2012, report:

The next day’s headlines were filled with news of a U.S. spy planted inside Yemen-based Al Qaeda in the Arabian Peninsula (AQAP), who had acquired the latest, non-metallic model of the underwear bomb and handed it over to U.S. authorities.

At stake was an operation that could not have been more sensitive — the successful penetration by Western spies of AQAP, al Qaeda’s most creative and lethal affiliate. As a result of leaks, the undercover operation had to be shut down.

In the transcript obtained by Judicial Watch, Brennan led the teleconference where he addressed the top terror consultants for ABC, NBC, CNN, and CBS including Caitlin Hayden, Frances Townsend, Richard Clarke, Roger Cressey, and Juan Zarate. In an apparent attempt to soft-peddle the thwarted terrorist attack, Brennan twice exposed the covert operation; first at the outset of the call, then as the conference drew to a close: ….”

Crimea Votes Overwhelmingly to Join Russia, Moscow Will Annex Quickly

“Crimea greeted the overwhelming decision to join Russia with a festive atmosphere. Anton Troianovski reports the morning after the referendum on the difficult decisions that lie ahead for the Crimean, U.S., European and Russian governments. Photo: Getty Images

Russia gave its clearest signal yet Monday that it plans to move fast to annex Crimea, defying U.S. and European threats of sanctions a day after a referendum in the breakaway Ukrainian region to secede passed handily.

The Moscow-backed leadership of Crimea wasted no time in formally asking to join Russia following the hastily called referendum in which 97% of voters supported becoming part of Russia.

“We will take care of our part quickly, quickly and responsibly,” Sergei Naryshkin, speaker of the lower house of Russia’s parliament, told reporters in response to the Crimean parliamentary vote, according to local news agencies.

Mr. Naryshkin’s comments came shortly after officials announced that Russian PresidentVladimir Putin will address a joint session of parliament Tuesday on the issue.

The Kremlin didn’t immediately specify what Mr. Putin’s message would be, but the official ITAR-Tass news agency said the address would cover “accepting Crimea into the Russian Federation.”

European diplomats gathered in Brussels to finalize sanctions aimed at deterring Moscow from annexing Crimea, a move the U.S. and Europe argue is illegal and illegitimate. Diplomats said those sanctions are likely to be limited to a small number of Russian and Crimean officials, however….”

Executive Order — Blocking Property of Certain Persons Contributing to the Situation in Ukraine

EXECUTIVE ORDER

– – – – – – –

BLOCKING PROPERTY OF CERTAIN PERSONS CONTRIBUTING TO THE SITUATION IN UKRAINE

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), section 212(f) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f)), and section 301 of title 3, United States Code,

I, BARACK OBAMA, President of the United States of America, find that the actions and policies of persons — including persons who have asserted governmental authority in the Crimean region without the authorization of the Government of Ukraine — that undermine democratic processes and institutions in Ukraine; threaten its peace, security, stability, sovereignty, and territorial integrity; and contribute to the misappropriation of its assets, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I hereby order:

U.S. Will Violate its Own Law if We Supply Aid to the Ukraine

“Washington’s decision to provide financial aid to the coup-appointed government of Ukraine goes against the US laws, Russia’s Foreign Ministry said, urging American politicians to think about the consequences of supporting the radicals in Kiev.

Ukraine’s ousted president, Viktor Yanukovich, said on Tuesday that the US plans to loan $1 billion to the country’s new authorities are illegal.

“Indeed, in accordance with the amendments introduced to the 1961 law (Foreign Assistance Act) a few years ago the provision of foreign assistance is prohibited to ‘the government of any country whose duly elected head of government is deposed by military coup or decree.’ The relevant provision is contained in22 US Code § 8422,” the Russian Foreign Ministry said in a statement.

“Thus, by all criteria the provision of funds to the illegitimate [Kiev] regime, which seized power by force, is unlawful and goes beyond the boundaries of the US legal system,” the statement added.

However, the ministry said it realizes that the American side “would hardly recognize this obvious fact” due to the stance it has already taken in the Ukrainian crisis.

“The US administration will most probably continue to close its eyes on the dominance of the ultranationalist forces in Kiev, which have launched a hunt for dissidents across the country, increasing pressure on the Russian-speaking population and our compatriots, threatening the people in the Crimea with punishment for their desire for self-determination,” the ministry stressed……”

The EU Drafts Up Sanctions on Russia

“(Reuters) – EU member states have agreed the wording of sanctions on Russia, including travel restrictions and asset freezes against those responsible for violating the sovereignty of Ukraine, according to a draft document seen by Reuters.

The seven-page document describes in detail the restrictive measures to be taken against Moscow if it does not reverse course in Crimea and begin talks with international mediators on efforts to resolve the crisis over Ukraine.

If approved by EU foreign ministers at a meeting on Monday, they would be the first sanctions imposed by the European Union against Russia since the end of the Cold War, marking a severe deterioration in East-West relations.

“Member states shall take the necessary measures to prevent the entry into, or transit through, their territories of the natural persons responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine,” reads Article 1 of the document.

The second article covers assets held in the European Union and states that “all funds and economic resources belonging to, owned, held or controlled” by those responsible for actions which have undermined Ukraine’s integrity “shall be frozen”.

The document was approved by what is known as a silence procedure after no EU member states raised objections to the wording by 1100 GMT on Wednesday, officials said…..”

Obama Exploiting Ukraine to Empower IMF and Dictatorships

“The globalist establishment, Russian authorities, and the Obama administration are pushing hard for a series of controversial “reforms” aimed at massively expanding the power and resources of the International Monetary Fund (IMF) while further scaling back U.S. influence at the institution. Using various pretexts — and especially thecrisis in Ukraine — governments and dictatorships, including Vladimir Putin’s Russia, are even threatening to proceed with the radical plot to empower the IMF whether the U.S. Congress approves it or not.

The most important and far-reaching elements of the “reform” agenda include a doubling of taxpayer resources available to the IMF. Member governments would have to supply twice as much taxpayer funding to meet their “quota” under the agreement. Even more important, the reforms would also dramatically reduce U.S. influence while handing more power to what propagandists refer to as “emerging markets.” In reality, “emerging markets” would continue to have no influence whatsoever at the powerful globalist institution. The dictators and governments that rule them, however, would be given far more authority to dictate IMF policy and decisions.

Chief among the regimes that would be empowered under the “reforms” is the communist dictatorship ruling over mainland China, which for years has been calling for the IMF to become a sort of planetary central bank in charge of a global currency. Other governments that would have more influence include those ruling over the rest of the so-called BRICS — primarily socialist and communist regimes in Brazil, Russia, India, and South Africa. All of the “BRICS” regimes have been strongly pushing for more control over the IMF in recent years, even as they push to radically expand its mandate to include a planetary currency.

“We support the reform and improvement of the international monetary system, with a broad based international reserve currency system providing stability and certainty,” the five BRICS regimes said in a joint 2013 declaration, calling for Third World dictators to have a greater say in the IMF and the emerging global monetary regime. “We welcome the discussion about the role of the [IMF’s] SDR [a proto-global currency known as Special Drawing Rights] in the existing international monetary system including the composition of SDR’s basket of currencies.”

The biggest barrier thus far to the IMF “reforms,” reportedly agreed to in 2010, has been the U.S. Congress, which is so far refusing to approve the funding. In a statement, however, the Obama administration said it was working on overcoming that obstacle. Among other demands, the administration wants lawmakers to approve a shift of some $63 billion from a “crisis” fund to the IMF’s general accounts to comply with the 2010 reform “commitments” made by the Obama administration and the IMF board.

“We are working with Congress to approve the 2010 IMF quota legislation, which would support the IMF’s capacity to lend additional resources to Ukraine, while also helping to preserve continued U.S. leadership within this important institution,” the White House said in a “fact sheet” released last week, exploiting the ongoing fiasco in central Europe to advance the controversial agenda to empower the IMF and its less-than-friendly member regimes. The radically expanded U.S. “quota” would presumably be met going forward by borrowing from foreign governments or the Federal Reserve, which simply conjures currency into existence out of thin air and usuriously lends it to the Treasury at interest.

Having apparently lost hope of getting the legislation through on its own, the administration is now trying to tie the IMF funding demands to a bill showering U.S. taxpayer funds on Ukraine’s new rulers. “It is imperative that we secure passage of IMF legislation now so we can show support for the IMF in this critical moment and preserve our leading influential voice in the institution,” Obama Treasury Secretary Jack Lew said last week in a congressional hearing, just months after demanding a debt-ceiling hike. It remains unclear whether the GOP-controlled House will submit to the administration’s demands.

In a report from Reuters citing “sources,” however, the news agency reported that Russian officials are working to push ahead the drastic IMF reforms without the support of the U.S. government, which holds a controlling share of votes at the institution because U.S. taxpayers are its primary source of funds. If the Kremlin and its allies succeed in advancing the reforms without U.S. congressional approval, the news agency claimed, it could result in Washington, D.C., losing its veto even over major IMF decisions. Moving ahead without Congress, though, would reportedly require “complicated” changes to IMF rules.

The anonymous “sources” cited in the Reuters article claimed that the G20 governments — the regimes ruling China and Russia are both among the members — would give the U.S. government until IMF and World Bank meetings next month to obey. If Congress remains uncooperative, the “sources,” presumably speaking to the news agency in a bid to pressure U.S. lawmakers, said the G20 regimes would be “taking more aggressive measures” to ram through the reforms empowering the controversial global institution.

“It was agreed that in the absence of progress by the United States on the 2010 package by the April meeting of the IMF and G20, that there will be formulated a list of ‘bad options,’ which will allow [us] to move forward in this matter, excluding the opinions of the United States,” one of the three unnamed sources told Reuters. In other words, either the U.S. Congress does the bidding of foreign governments at the G20, or those regimes will advance the radical agenda anyway.

In an editorial, the establishment mouthpieces at the New York Times urged lawmakers to promptly obey, too. “As Congress moves forward with providing financial assistance to Ukraine in the form of loan guarantees, lawmakers should also ratify much-delayed reforms that would strengthen the International Monetary Fund and give it more resources to lend to troubled nations like Ukraine,” the Times editorial board argued on Monday, adding that the Obama administration had “led a global effort” to increase IMF funding to over $750 billion while curtailing U.S. power at the institution.

“Some Republicans in the House have steadfastly refused to let the reforms come to a vote, arguing unconvincingly that the fund doesn’t need the money,” the Times complained, presumably also suggesting that the IMF and the nations it shackles with debt need the money more than struggling U.S. taxpayers. “Ukraine’s troubles serve as evidence that it’s important to increase the fund’s resources.”

Ironically, the Times suggested that it was in “America’s interest” that authorities in Ukraine and other countries receive bailouts from U.S. taxpayers through organizations such as the IMF rather than from Russia directly. The claim is especially ridiculous considering that the Kremlin is leading the push to adopt the IMF “reforms” without approval from the U.S. Congress. The argument becomes even more absurd when realizing that Moscow is participating in the IMF bailouts agreement for Ukrainian officials. And it borders on lunacy when considering a New York Times report last week acknowledging that much of the “aid” to Ukraine will end up in Russian institutions anyway….”

Things are Not Going Well in the Ukraine, Diplomcy is Eroding Fast

“While it may have been pushed back from the front pages to keep confidence high, things in the Crimea, and in Ukraine in general (which may or may not waved goodbye to its gold reserves) are going from bad to worse with every passing day, with the near term catalyst of course being this Sunday Crimean referendum vote, which seems like a done deal, and which will give Russia a carte blanche to annex the territory over the howls of protest from Ukraine’s coup government, and the west of course.

If the referendum is in favor, the Crimean authorities will request for their country to become a constituent republic of the Russian Federation. The declaration was signed by the speaker of the Supreme Council of Crimea, Vladimir Konstantinov, and the head of the Sevastopol City Council, Yury Doynikov.

“We adopted the declaration of independence to make the upcoming referendum legitimate and transparent,” Konstantinov said. “Now we declare ourselves the Republic of Crimea, we don’t add ‘autonomous.”

After Tuesday’s declaration of independence, Crimea will never rejoin Ukraine, Konstantinov added. He said that Crimea will adopt the Russian ruble as its currency soon after the referendum…..”
