INTRODUCTION
The revolutionary development of modern weapons within a world divided by serious ideological differences has produced a crisis in human history. In order to overcome the danger of nuclear war now confronting mankind, the United States has introduced at the Sixteenth General Assembly of the United Nations a Program for General and Complete Disarmament in a Peaceful World.
This new program provides for the progressive reduction of the war-making capabilities of nations and the simultaneous strengthening of international institutions to settle disputes and maintain the peace. It sets forth a series of comprehensive measures which can and should be taken in order to bring about a world in which there will be freedom from war and security for all states. It is based on three principles deemed essential to the achievement of practical progress in the disarmament field:
First, there must be immediate disarmament action:
A strenuous and uninterrupted effort must be made toward the goal of general and complete disarmament; at the same time, it is important that specific measures be put into effect as soon as possible.
Second, all disarmament obligations must be subject to effective international controls:
The control organization must have the manpower, facilities, and effectiveness to assure that limitations or reductions take place as agreed. It must also be able to certify to all states that retained forces and armaments do not exceed those permitted at any stage of the disarmament process.
Third, adequate peace-keeping machinery must be established:
There is an inseparable relationship between the scaling down of national armaments on the one hand and the building up of international peace-keeping machinery and institutions on the other. Nations are unlikely to shed their means of self-protection in the absence of alternative ways to safeguard their legitimate interests. This can only be achieved through the progressive strengthening of international institutions under the United Nations and by creating a United Nations Peace Force to enforce the peace as the disarmament process proceeds.

I admire your strength and respect your faith. we have a moral obligation to reduce the occurrences of something like this happening again.
I have no illusion about what we are up against, but the world has changed and its demanding actions.
The president has asked me to put together a set of guidelines on how to best handle this situation.
I have spoken to 224 groups and the recommendations given to the president represent all parties involved with the discussions.
We must do what we can now and there is no one more committed than the president to solving this problem…”
President: ” Reducing gun violence is a complicated challenge, but preventing gun violence should not be a divisive one.
We have heard from unexpected people. We starting getting letters from kids. Pretty smart letters from pretty smart young people.

“we should begin to strengthen our responsibilities to them. This is our first task of society…keeping children safe. Their voices should compel us to act.
This why we have come up with some measures to prevent gun violence and mass murders in this country.
In the past month 900 have died at the end of a gun.
I’m putting forward proposals to protect America.
I am putting the weight of this office behind the issue of reducing violence.
We will make it easier to keep guns out of the hands of criminals.
Mental officers will have more reporting opportunities.
I will direct the CDC to discover why we have an epidemic of violence.
These are a few of the 23 executive actions I am presenting today.
To make this real congress must act.
It is time for congress to make it a law for universal background check for anyone buying a gun.
It is hard to enforce this law when 40% of all guns sales occur without a background check.
It is common sense for those wanting to purchase a gun, that they should show they are not a felon or a person who should be able to legally own a gun.
Second, congress should restore a ban on assault rifles and a limit to 10 round magazines.
These weapons are only for pumping out multiple bullets.
We should get tougher on people who buy guns and turns around to sell them to criminals.
We should put more cops back on the job and our streets.
I respect the second amendment and the people who favor gun ownership.
I believe most gun owners agree we can respect the second amendment while keeping guns out of the hands that destroy ownership for a few.
This will be difficult, there will be pundits and lobbyist to block any common sense reform.
The only way we can change is if their audience says this time it must be different.
I and Joe will put everything behind this, but we will need the support of the American people.
We will need representative of every district.
If Americans of every background stand up and say “enough we have suffered too much,” then we can see change…
The most important changes we can make depend on congressional action.
Gather support and ask them if they support gun control measures. If they say no ask them have we not suffered enough.
We have long recognized, our founders have recognized, that with rights comes responsibilities.
The most fundamental set of rights were denied to students and citizens of in Virginia Tech, Newtown, Aurora, …those rights are a stake and we are responsible.
We most act now for those who have fallen victims to senseless violence every day.
Let’s do the right thing for them and the country we love so much.

Crazy Taste: ER Visits Tied to Energy Drinks Double Since 2007
“SAN FRANCISCO (AP) — A new government survey suggests the number of people seeking emergency treatment after consumingenergy drinks has doubled nationwide during the past four years, the same period in which the supercharged drink industry has surged in popularity in convenience stores, bars and on college campuses.
From 2007 to 2011, the government estimates the number ofemergency room visits involving the neon-labeled beverages shot up from about 10,000 to more than 20,000. Most of those cases involved teens or young adults, according to a survey of the nation’s hospitals released late last week by the Substance Abuse and Mental Health Services Administration.
The report doesn’t specify which symptoms brought people to the emergency room but calls energy drink consumption a “rising public health problem” that can cause insomnia, nervousness, headache, fast heartbeat and seizures that are severe enough to require emergency care.
Several emergency physicians said they had seen a clear uptick in the number of patients suffering from irregular heartbeats, anxiety and heart attacks who said they had recently downed an energy drink.
More than half of the patients considered in the survey who wound up in the emergency room told doctors they had downed only energy drinks. In 2011, about 42 percent of the cases involved energy drinks in combination with alcohol or drugs, such as the stimulants Adderall or Ritalin.
“A lot of people don’t realize the strength of these things. I had someone come in recently who had drunk three energy drinks in an hour, which is the equivalent of 15 cups of coffee,” said Howard Mell, an emergency physician in the suburbs of Cleveland, who serves as a spokesman for the American College of Emergency Physicians. “Essentially he gave himself a stress test and thankfully he passed. But if he had a weak heart or suffered from coronary disease and didn’t know it, this could have precipitated very bad things.”
The findings came as concerns over energy drinks have intensified following reports last fall of 18 deaths possibly tied to the drinks — including a 14-year-old Maryland girl who died after drinking two large cans of Monster Energy drinks. Monster does not believe its products were responsible for the death….”

“TALBOT COUNTY, Md. (WJZ) — Some parents on the Eastern Shore say school officials there went too far in disciplining a couple of six-year-old boys. Derek Valcourt explains the boys got into trouble for bringing an imaginary weapon to school.
What started as a recess game of cops and robbers at a Talbot County school turned into a controversy after two six-year-old boys were suspended for using their fingers to make an imaginary gun.
Many say a suspension is going too far.

Yet Another School Shooting, Thankfully No Massacre
“Authorities responded to a shooting at Stevens Institute of Business and Arts in downtown St. Louis on Tuesday.
The suspect, a currently enrolled student, allegedly shot one administrator before fleeing to a stairwell and turning the gun on himself, according to a police briefing broadcasted by KMOX.
Both the suspect and victim were transported to St. Louis University Hospital, according to KMOV.
St. Louis Police Chief Sam Dotson said that the alleged shooter and wounded administrator did previously know each other.
“He was familiar to faculty and staff,” Dotson said in a press conference. “The victim and the shooter were familiar with each other. They knew each other. This did not appear to be random.”
Dotson added that the weapon — a handgun — was found in the alleged shooter’s possession, the St. Louis Post-Dispatch reports.
Police said that no other students were injured in the incident, which occurred at approximately 2 p.m. SWAT units checked each floor of the school and secured the building after finding no other victims. About 40 students were escorted from the building.///”

Of the 30,470 firearm-related deaths in the United States in 2010, 19,392 (63.6%) were suicide deaths, and 11,078 (36.4%) homicide deaths.[8] Source
- Of the murders for which the circumstance surrounding the murder was known, 41.8 percent of victims were murdered during arguments (including romantic triangles) in2010. Felony circumstances (rape, robbery, burglary, etc.) accounted for 23.1 percent of murders. Circumstances were unknown for 35.8 percent of reported homicides. (Based on Expanded Homicide Data Table 12.)
- Law enforcement reported 665 justifiable homicides in 2010. Of those, law enforcement officers justifiably killed 387 felons, and private citizens justifiably killed 278 people during the commission of a crime. (See ExpandedHomicide Data Table 14 and 15.)

Despite increases in gun sales, gun crimes continued to decrease in the United States for the fourth straight year in 2010, according to the FBI.
The FBI recently released its Crime in The United States statistics for 2010. Overall, murders in the U.S. have decreased steadily since 2006, dropping from 15,087 to 12,996. Firearms murders — which made up 67 percent of all murders in the U.S. in 2010 — have followed this trend, decreasing by 14 percent.
At the same time that firearms murders were dropping, gun sales were surging. In 2009, FBI background checks for guns increased by 30 percent over the previous year, while firearms sales in large retail outlets increased by almost 40 percent. The number of applications for concealed carry permits jumped across the country as well.

Fitch Warns of US Downgrade Over Debt Fight
“Failure to raise the debt ceiling within a “timely” manner would see the United States’ sovereign ratings put under formal review with “highly uncertain” consequences, rating agency Fitch warned U.S. policymakers Tuesday.
In a statement Fitch said the debt ceiling was “an ineffective and potentially dangerous mechanism for enforcing fiscal discipline. It does not prevent tax and spending decisions that will incur debt issuance in excess of the ceiling while the sanction of not raising the ceiling risks a sovereign default and renders such a threat incredible.”

Fitch warned that while the current Negative Outlook on the triple-A rating would likely be resolved, the absence of a credible medium term deficit reduction plan meant a downgrade later this year is likely “even if another debt ceiling crisis is averted.”
It added that the U.S.’s triple-A rating was “underpinned by the country’s relative economic dynamism and potential, diminishing financial sector risks, respect for the rule of law and property rights, as well as the exceptional financing flexibility that accrues from the global benchmark status of U.S. Treasury securities and the dollar” – all of which was now threatened by the looming debt ceiling…”
