Why would Obama put forward his plans so the Republicans can think of ways to fuck him over earlier and the attack ads can come out?

If I cared about Obama, who unfortunately is the same shit on a different day, I could rattle off obstructive and intransigent Republicans as the reason for inaction. But no, I believe it is a function of the way the government is structured. For 6-8 months every 2 (congressional to a lesser extend, and presidential elections) years the government stops governing and starts campaigning.
When you are campaigning you don’t want to give the opposition more ammunition, as it is a two party system. This means the opposition doesn’t need to present a plan, simply make your plan seem so bad that no one will vote for you. Besides it is hard to govern with that busy fundraising schedule.
