The 261-165 vote was 23 short of the two-thirds majority needed to advance a constitutional amendment. Democrats, swayed by the arguments of their leaders that a balanced budget requirement would force Congress to make devastating cuts to social programs, overwhelmingly voted against it.
Four Republicans joined the Democrats in opposing the measure.
Vote was for PR. Neither side wants to restrict their ability to buy votes.

Passing measures and sending them to the Senate to die is PR. Failing in your own jurisdiction makes you look frail.
For a normal 50% vote, you’d be correct, but not for a vote where 2/3’s is required.
When a majority party is afraid they would look bad if something didn’t pass, they wouldn’t let the something come to a vote until enough votes were lined up.
This vote was pure political PR.
