What you’re really saying is people always say “tax that other guy more.” Problem with the “tax the rich” nonsense is (as anyone who understands current system knows) we don’t tax the rich. We tax people trying to become rich. To make it clearer, what I’m saying is the truly rich (Kennedy’s, Rockafeller’s, Bill Gates, Warren Buffett types) pay very little comparatively due to creative accounting and the fact that they have accumulated wealth rather than current year income. If you want to tax those not paying taxes now replace the income tax with a sales or consumption tax. The rich buy stuff. Drug dealers may not report income, but they buy stuff. Illegal immigrants may get paid cash tax free, but they buy stuff.
